To further continued growth, Western Signal Inc. founded a specialty contracting company in 2001. The scope of work performed by Integrated Electric Inc. includes traffic signal construction and maintenance, fiber optic design and installation, intelligent transportation system installations, and underground utility installation, specifically directional boring, storm sewer, sanitary sewer, water, gas, electric and telecommunications.

SUCCESSFUL RECENT PROJECTS
The following project selections provide Western Signal Inc. with the capability to extend the utilized system architecture to other agencies within our operating base. Through the successful completion and implementation of these projects, other cities can now pursue joint funding from municipal public safety divisions, federal aid, homeland security, and the various state Departments of Transportation. Western Signal Inc. envisions this as a continually growing strategy, which will expand throughout Utah, Colorado, New Mexico and Wyoming.
Utah Department of Transportation
Product Utilized: Wavetronix™
Partnering by Western Signal Inc. and Integrated Electric Inc.
Western Signal Inc. successfully engaged the Utah Department of Transportation in a three-year contract, ending January 2007, to provide Wavetronix™ certified systems. UDOT utilizes Wavetronix™ SmartSensor™ Model 105 for above-ground highway mid-block detection and SmartSensor Advance™ Model 200 for above-ground intersection dilemma zone detection. Wavetronix™ Click!™ Connectivity Solutions were also utilized to enhance data collection and integrate into the existing network. This on-going project encompasses approximately eighty miles of roadway between Provo and Ogden, Utah. The Wavetronix™ devices were integrated into an existing fiber optic system and installed at stand-alone sites.
UDOT’s Traffic Management Division is charged with improving highway safety, improving the efficiency of Utah’s highways, providing timely and accurate real-time traffic information, facilitating cooperative public and private partnerships that integrate transportation services, and providing customer service directly to the public on the operation of the transportation system. Travelers in Utah can view real-time roadway conditions on the state’s CommuterLink website.
Wavetronix™ patented Digital Wave Radar assists UDOT’s CommuterLink in measuring vehicle volume, occupancy, speed and classification, all of which are necessary to ease traffic flow on the state’s roadways.
This $.5 million dollar project was made possible by joint funding from UDOT and federal aid. Integrated Electric Inc. is providing system integration and turn-on assistance.
City of Provo, Utah
Product Utilized: iMPath Networks and Vicon
The City of Provo utilizes iMPath Networks’ TransPorter™ FDM Video and Data Multiplexers to provide video surveillance for the downtown core. Simultaneously, iMPath Networks’ digital Video-over-IP i-Volution™ products are used to transport video over an extended distance to the 911 Emergency Center. This solution for the 911 Surveillance System merges both traditional analog video networks with digital Video-over-IP to offer network flexibility, outstanding reliability and high-quality video. TeleVue™ Network Management is used to control and service the system.
The City of Provo project also utilized a series of Vicon pressurized dome CCTV cameras deployed at multiple locations throughout the metropolitan area and the Vicon Kollector™ series multi-channel, networked digital video recorder (DVR).
The $3.5 million dollar project was made possible by joint funding from the municipality, federal aid and UDOT. This interdepartmental project benefits both the Traffic Operations Center and the Police Department by allowing immediate emergency response, and all agencies involved are pleased with the success of the initial project integration and completion.
City of Orem, Utah
Product Utilized: iMPath Networks and Vicon
Western Signal Inc. completed a turn-key project for the City of Orem, Utah, with key roles in the design, specification, and supply and installation of the equipment. The City of Orem Traffic Operations Center (TOC) integrates multiple intelligent transportation system components, including CCTV with camera control, and video detection and traffic signal operations, all under a seamless operating platform. The TOC and the systems involved incorporated the latest technology of video and data over a dedicated fiber optic backbone utilizing Ethernet and IP transmission schemes.
Utilized technology includes iMPath Networks’ digital Video-over-IP i-Volution™ products to transport video from multiple locations to the TOC. This solution provides a managed network with digital Video-over-IP to offer network flexibility, reliability and high quality video over an extended distance for the TOC Surveillance System. TeleVue™ Network Management is used to control and service the system.
The City of Orem has also integrated Vicon’s pressurized dome CCTV cameras into multiple locations throughout the metro-urban area.

CORPORATE OVERVIEW
Tom Blount, President and C.E.O., founded Western Signal Inc. in 1985. Tom began his career in the transportation distribution industry with Econolite in 1968, after completing two tours of Vietnam in the United States Army, serving as a paratrooper in the 82nd and 101st airborne divisions. Tom has been employed in an executive capacity for some of the leading transportation manufacturers in the world, including Singer-Link, Traconex and Multisonics. Tom majored in business administration at El Camino College of California.
The management team of Western Signal Inc. has eighty years of combined experience in the transportation and telecommunications industry. Directing these efforts is Steve O'Connor, P.E. Steve as Vice President is responsible for Sales and Engineering.
